How can I prevent razor burn on my neck?

I've been using an electric razor on my neck to prevent razor burn, but it leaves stubble and ingrown hair. Last time I used a razor and cream [which gives the closest shave] I had razor burn for two weeks. It itched and looked bad. Any suggestions for a close shave without razor burn?
